When the civil war ended, most Schools for the uneducated freed black slaves were created.
There are 104 HBCU’s in the United States , most in the south-eastern part of the country.
Cheyney University of Pennsylvania is recognized as the oldest HBCU in the United States. It was originally the Institute for Colored Youth, opened in 1837, says Wikipedia.

A “What for the Black Community”

It is already late to start thinking about, “What will our children be doing for the months of July and August”, summer vacation”. Will any of our schools have recreational programs for the children during the day, from 9am to 3pm with lunch at 12am? This might not sound familiar to most people but it used to be programs like this every summer for the kids. Now they spend their time on computer games and TV. I remember as a child getting up in the mornings washing, dressing and having corn flacks and milk, with or without bananas, waiting for the local school to open. There you had games set-up, like ping pong (table tennis) knock hockey, basketball, softball, checkers, chess, and just being around other kids in the neighborhood. This was better to me than being in the house all day, until your parents came home. The children are in a supervised environment, with social activities. The schools are open anyway conducting necessary task, so why not add a few extra people to implement the program. It is a win, win situation for the community and especially the children.
